Amaravati Capital Development has once again come into sharp focus as the Andhra Pradesh government accelerates key infrastructure works in the capital region. In 2014, the bifurcation of the erstwhile united Andhra Pradesh by the then Congress government left a deep emotional and political scar on the people of the residuary state. The division was carried out in a manner that many felt was abrupt and unfair, particularly because Andhra Pradesh was left without a capital city. Hyderabad, which had served as the economic and administrative backbone for decades, went to Telangana. The residual state suddenly found itself without a defined administrative center, without established infrastructure, and without the institutional ecosystem necessary to run a modern state.

The people of Andhra Pradesh reacted with shock and anguish. Many questioned whether such a crucial decision could be taken without adequately safeguarding their interests. There was a widespread feeling that injustice had been done and that the state’s future had been compromised. In the elections that followed, the Congress party faced the brunt of public anger and was decisively rejected by voters. However, defeating the Congress did not automatically solve the fundamental issue facing the state — the establishment of a new capital. The responsibility now fell on the newly formed government under N. Chandrababu Naidu. The challenge was enormous. A capital city is not merely a collection of government buildings; it is a symbol of identity, aspiration, and long-term development. It requires planning, investment, infrastructure, connectivity, and, most importantly, land.

At this crucial juncture, farmers from the Amaravati region stepped forward in what many described as an extraordinary and historic gesture. For the sake of the state and the future of their children, they voluntarily agreed to give their agricultural lands to the government under the Land Pooling Scheme. These lands were not barren plots; they were fertile, multi-crop lands that had sustained families for generations. Yet, driven by a sense of larger purpose and regional pride, nearly 90 percent of the farmers in the proposed capital area agreed to pool their lands without demanding direct monetary compensation.

Their contribution was seen as a powerful act of collective sacrifice. In a time when land disputes often lead to prolonged litigation and agitation, Amaravati farmers’ willingness to cooperate gave hope to millions. It was widely believed that their decision helped heal some of the wounds caused by the bifurcation. The vision of building a world-class capital city seemed achievable because of their support. Over time, more farmers joined the initiative, strengthening the foundation of the capital project.

Yet, not everyone came forward. A small group of landowners remained unwilling to participate in the land pooling process. According to supporters of the project, this resistance over the years has slowed down certain aspects of development. Political changes in the state further complicated the situation. Shifts in policy priorities, debates over decentralization, and competing visions for administrative structure added uncertainty to the future of Amaravati. For many years, the capital project moved at a slower pace than initially envisioned, leading to frustration among those who had given their lands in good faith.

One of the key infrastructure components of Amaravati Capital Development is the Seed Access Road, designed to connect Vijayawada directly to Amaravati. This road is considered a lifeline for the capital, ensuring smooth connectivity for government officials, employees, investors, and visitors. While much of the road work has been completed, a small stretch remains unfinished due to the non-availability of certain land parcels. As a result, commuters are forced to use the Karakatta Road along the Krishna River.

The Karakatta Road, though scenic, is narrow and not designed to handle heavy traffic. Over the years, it has witnessed congestion and accidents, causing inconvenience and raising safety concerns. Daily travelers to the capital region often face delays, and the lack of a fully operational access road has become a talking point in political and public discussions. Critics argue that a capital city must first ensure basic connectivity before aspiring for global standards.

The government has reportedly made repeated efforts to persuade the remaining landowners to part with their lands for the completion of the Seed Access Road. Dialogues, negotiations, and assurances were extended over several years. However, with little progress and mounting public pressure, the government has now decided to invoke land acquisition laws as a last resort. An official notification for compulsory land acquisition is expected to be issued.

This decision reflects the administration’s view that public interest must take precedence when critical infrastructure projects are stalled. Supporters argue that after waiting for nearly 12 years and demonstrating patience, the government has little choice left. They emphasize that a modern capital cannot be built without uninterrupted road networks and essential infrastructure.

Following the NDA government’s recent electoral victory, expectations rose that capital works would regain momentum. While some initially anticipated immediate land acquisition measures, the government chose to adopt a wait-and-watch approach, hoping for voluntary cooperation. However, as months passed without resolution, pressure grew from various sections of society, including business groups, government employees, and residents of the capital region.

Questions began to surface: How can a state aspire to build an iconic, globally competitive capital if even a key access road remains incomplete? What impression would investors or foreign delegates form when they encounter bottlenecks and narrow roads while visiting the capital area? These concerns have fueled the urgency to complete pending works.

At the same time, the government has announced that land pooling will be initiated in seven additional villages for the expansion of the capital region. Encouragingly, many farmers in these villages have reportedly expressed willingness to voluntarily participate. This development has rekindled optimism among supporters of Amaravati. They believe that renewed momentum in infrastructure development signals a revival of the original capital vision.

For those who contributed their lands years ago, the progress of capital works represents not just administrative development but the fulfillment of a promise.
