P. V. Midhun Reddy on Friday welcomed the proposed delimitation exercise in the Lok Sabha, but strongly raised Delimitation Concerns, insisting that assurances given by the Union Government must be legally included in the Bill to ensure fairness and accountability.
He supported the statement made by Union Home Minister Amit Shah regarding proportionate increase in seats for states. However, he cautioned that oral assurances alone are not enough and must be backed by law. Drawing from past experience during the Andhra Pradesh Bifurcation, he recalled how promises like Special Category Status remained unfulfilled.

Delimitation Concerns Over Legal Guarantees
Highlighting major Delimitation Concerns, Midhun Reddy stated that an amendment reflecting the Home Minister’s assurance has already been proposed and must be accepted to make it legally binding. He stressed that without such safeguards, there is a risk of repeating past mistakes where commitments were not honoured.
He further pointed out that while addressing national-level disparities, the government must ensure that delimitation does not create fresh regional imbalances within states. According to him, the same criteria used at the national level should be consistently applied at the state level to maintain fairness.
Midhun Reddy also raised Delimitation Concerns regarding the composition of the Delimitation Commission. He warned that lack of opposition representation could lead to biased outcomes. He urged the government to include provisions in the Bill to guarantee fair participation of both ruling and opposition parties, ensuring transparency in the process.

Delimitation Concerns and Women’s Safety
While voicing Delimitation Concerns, the YSRCP MP reiterated his party’s strong support for women’s reservation. He said the party has consistently backed women’s empowerment initiatives under the leadership of Y. S. Jagan Mohan Reddy.
He highlighted that 50% reservation was provided to women in local bodies and nominated posts, and that women were prioritised in welfare schemes. He also noted that nearly 32 lakh houses were registered in the names of women, reflecting the government’s commitment.

At the same time, he raised serious issues regarding women’s safety, alleging that some MLAs in Andhra Pradesh were involved in harassment cases. He stated that despite evidence being available publicly, no strict action had been taken. He demanded stringent laws and immediate action against those responsible, regardless of their political position.
Delimitation Concerns Must Be Addressed
Midhun Reddy concluded by stating that while his party supports the Bill in principle, key Delimitation Concerns must be addressed before its final passage. He emphasised that delimitation should be a nation-building exercise and not a political tool to sideline opposition voices.
