Political Cadre: 5 Key Lessons for Andhra Pradesh Parties

Political leadership and grassroots cadre remain central to the organisational strength of Andhra Pradesh’s major parties.

VIJAYAWADA: Political cadre remains one of the most important pillars of any political organisation, particularly in a State such as Andhra Pradesh, where party networks extend deep into villages and local communities. The contrasting experiences of the YSR Congress Party (YSRCP) and the Telugu Desam Party (TDP)  have renewed the debate over how political leadership recognises, engages with and retains its grassroots workers.

The question is not merely about who receives a nominated post. It is also about whether party workers feel heard, recognised and connected to the leadership when the party is in power as well as when it is in opposition.

Beyond Nominated Posts

During the YSRCP government headed by Y.S. Jagan Mohan Reddy, the administration introduced several measures involving nominated positions and representation. In 2019, the Andhra Pradesh Assembly passed legislation providing 50% reservation for BCs, SCs, STs and minorities in nominated posts and certain nominated contracts.

The political significance of such appointments, however, goes beyond representation. For party workers, especially those who have spent years working at the grassroots, recognition from the leadership can be an important source of motivation.

The TDP-led government, after returning to power in 2024, also undertook a substantial exercise to fill nominated positions. In September 2024, it appointed 99 persons to key nominated posts. Of the 20 corporation chairperson positions announced at the time, 16 went to the TDP, three to the Jana Sena Party and one to the BJP. The list included several leaders who had made electoral sacrifices because of the alliance arrangement, as well as 11 TDP cluster in-charges and six unit in-charges.

A second list of 62 nominated posts was announced in November 2024. The TDP received 49 of these positions, while the Jana Sena Party received 10 and the BJP three.

The numbers indicate that the TDP leadership did attempt to accommodate a significant section of its political organisation after returning to the office.

The Challenge of Keeping Cadre Connected

Yet, the relationship between leadership and cadre cannot be measured only through appointments.

In September 2024, Chandrababu Naidu told party leaders and activists that the cadre was the TDP’s major strength and assured them that the sacrifices made by workers would not be forgotten. He also said priority would be given to those who had worked hard for the alliance’s electoral success.

The scale of expectations was evident from the number of applications for nominated positions. According to Naidu, around 30,000 applications were screened before the second list was finalised.

That process also highlighted a wider organisational reality: a large number of aspirants can mean that many committed workers will remain without positions. Reports from some districts subsequently recorded disappointment among sections of party aspirants.

This is where leadership engagement becomes important. A worker who does not receive a post may still expect communication, recognition and an opportunity to raise concerns. Maintaining that connection can be as significant as distributing positions.

Two Different Organisational Challenges

The YSRCP and TDP now face different organisational circumstances. The YSRCP has been in opposition since 2024 and must maintain cohesion outside government. The TDP, meanwhile, has to manage its party organisation while carrying the responsibilities of government.

For the YSRCP, continued mobilisation around Jagan Mohan Reddy is an important part of its post-2024 political activity. For the TDP, the challenge is to ensure that being in government does not create distance between the leadership and its grassroots network.

Neither mobilisation nor silence among workers, by itself, can conclusively establish the strength or weakness of a political organisation. Local leadership, personal loyalties, government performance, political circumstances and organisational structures can all influence cadre behaviour.

The broader lesson is therefore about institutional communication. Political parties require systems through which workers can communicate grievances, receive recognition and remain involved beyond election campaigns.

With the 2029 Assembly election still ahead, both major political formations have time to strengthen these structures. For the YSRCP, the task is to preserve organisational cohesion in opposition. For the TDP, it is to keep its cadre engaged while governing the State.

Ultimately, political organisations are sustained not only by elected representatives or ministerial positions, but by the thousands of workers who operate at the grassroots. How effectively party leaderships maintain that relationship could remain an important organisational question in Andhra Pradesh’s politics over the coming years.

FAQs

1. Why is political cadre important for a party?
Grassroots workers help maintain contact with voters, support party programmes and keep the organisation active between elections.

2. What are the main organisational challenges facing the YSRCP and TDP?
The YSRCP has to maintain cadre engagement while in Opposition, while the TDP has to balance governance with keeping its grassroots organisation connected and active.

3. Has the TDP filled nominated posts since returning to power in 2024?
Yes. The TDP-led government filled 99 nominated posts in the first phase and later announced another 62 posts.

4. Is recognising party workers only about giving them posts?
No. Regular communication, listening to grievances, acknowledging their contribution and involving them in party activities are also important forms of recognition.

5. What is the challenge before the YSRCP?
The YSRCP has to maintain organisational cohesion and keep its cadre active while functioning as the Opposition.

6. What is the challenge before the TDP?
The TDP has to ensure that its responsibilities in government do not create a disconnect between its leadership and grassroots workers.

7. Can silence among party workers indicate that a party is weak?
Not necessarily. Cadre activity can be influenced by local leadership, political circumstances, personal loyalties and other organisational factors.

8. Why could cadre management be important before the 2029 election?
Maintaining communication, addressing organisational concerns and keeping grassroots workers engaged can help political parties strengthen their organisational structures ahead of future elections.
