Administrative System Clean Up Through IAS Transfers and Chief Secretary Appointment

The administrative system clean up has emerged as one of the most urgent priorities in Andhra Pradesh as the coalition government approaches two years in power. Despite forming the government with strong expectations of governance reforms, there is growing concern within political and administrative circles that the bureaucracy has not fully aligned with the government’s vision.

When Chief Minister N. Chandrababu Naidu assumed office, the government initiated several administrative changes. Many IAS and IPS officers were transferred, and some were kept without postings. These decisions were taken as part of the broader administrative system clean up to remove officials perceived to be close to the previous government led by Y. S. Jagan Mohan Reddy.However, even after these decisions, the expected transformation in governance has not fully materialized.

Administrative System Clean Up Needed to Improve Governance
One of the biggest challenges facing the government is the lack of accountability among some officials. Administrative system clean up is necessary because many officers are still functioning without urgency or commitment.Officials working in key departments, Secretariat, and district administrations are expected to implement government schemes effectively.

But reports suggest that some officers are more focused on protecting their positions than delivering results.During review meetings, officials present highly positive reports, claiming 80 to 100 percent progress. These reports create a strong impression that governance is running smoothly. However, the ground reality is often different.Development works in several districts are progressing slowly. Welfare schemes are facing delays. Public satisfaction is mixed.This gap between official reports and public experience clearly shows why administrative system clean up is essential.

Administrative System Clean Up Through Chief Secretary and IAS Transfers
A major step in administrative system clean up will begin with the appointment of a new Chief Secretary. The current Chief Secretary is retiring, and senior IAS officer Sai Prasad will take charge.The Chief Secretary plays a critical role in controlling the entire administrative system.

His leadership will directly impact governance efficiency.Along with this, the government is planning major IAS transfers.District Collectors in key districts including capital region, Godavari districts, and Rayalaseema may be transferred.Collectors play a key role in implementing government policies at ground level. Therefore, changing them is an important part of administrative system clean up.The government also needs to appoint Collectors for newly formed districts, which provides an opportunity to bring new officers into key positions.

Changes Expected in Chief Minister’s Office
The Chief Minister’s Office (CMO) is the heart of administration. Any administrative system clean up must include changes in the CMO.Principal Secretary Ravichandra has been given additional responsibility in Tirumala Tirupati Devasthanams. There is speculation about possible changes in the CMO.Some young IAS officers may also be transferred.These changes can improve coordination, speed up decision making, and strengthen governance.

Public Expectations Increasing
People had high expectations when the new government came to power. They expected corruption-free and efficient governance.Even now, many people believe the government can deliver better results if administrative system clean up is done properly.Political observers say the government still has enough time to fix the system.If the administrative system clean up is implemented successfully, it can improve governance, increase development speed, and strengthen public trust. However, if the government fails to act now, administrative inefficiency could become a serious political issue in the future.
